POSITION DESCRIPTION: Perform studies and reports production by completing all correspondence tracking program (CTP) assignments. Identifying project requirements and perform required tasks to develop operational and/or safety improvements using traffic regulations and/or restrictions, signal warrants, speed studies, capacity and/or level of service (LOS), accident and/or conflict analysis studies. Conduct and/or attend meetings with county and local municipalities to obtain or disseminate information that is pertinent to the traffic and/or studies report. Attend internal production scoping meetings when proposing a traffic and/or safety related engineering improvement project which is based on the findings that were obtained from a traffic study. Conduct field reviews to assess existing conditions in response to the traffic engineering and/or safety related issues. Conduct consultant management reviews by performing technical reviews, negotiating contracts, preparing scope of service work, checking cost proposals, preparing letters of authorization, collecting necessary data, reviewing study reports prepared by consultants, determining and maintaining schedules, and conducting and/or attending necessary meetings. Approve and process invoices in a timely manner to ensure accurate processing of vendor’s invoice for the payment of the goods received or services rendered. Provide plans production and/or push-button contracts review by identifying and managing consultants project needs in areas of design and operational studies. Establish techniques and procedures to streamline/improve traffic operations plans production; maintain design contract files; coordinate appropriate plans review and completion of job. POSITION DESCRIPTION: Supervises employees, plans, organizes, coordinates and schedules assigned work for employees. Motivates and evaluates employees on the performance of their duties, provides procedural and technical training. Participates in applicant selection and hiring process. Provides employee orientation, training, counseling and disciplinary actions and prepares employee performance evaluations.
Conducts and/or oversees in-house and consultant staff in conducting Environmental Impact Assessment review and documentation for Project Development and Environment (PD&E) studies. Reviews and assures documentation processes and preparation are in accordance with PD&E Manual guidelines and other FDOT policies. Reviews and edits written documentation and correspondence prepared by staff. Assists the Environmental Administrator in coordination of PD&E project and Final Design plans review program, including assessment of Reevaluation needs, by assigning or assisting the Environmental Scientists position(s). Tracks Production of PD&E and Final Design projects. Prepares or oversees in-house or consultant staff preparation of environmental documentation during Final Design. Complies and analyzes project environmental data. Enters project assignments and comments in Electronic Review Comments system. Prepares or reviews staff Phase Review comments and participates in project Phase Review meetings. Updates the Environmental Project Schedules and Assignments list. This position will conduct field inspections.
Serves as District Cultural Resources Program Coordinator. Coordinates Historic and Archeological project issues with FDOT staff and Project Managers, consultants, agency representatives and citizens. Assures District compliance with Project Development and Environment (PD&E) Manual in conducting Cultural Resource assessments and the Section 106 process. Tracks and assures District adherence to project-related Cultural Resource commitments. Responds to related inquires from public and other FDOT staff. Ensures that the Social and Cultural Effects of transportation actions on the human and natural environment are fully considered in all phases of the Project Development process, Planning through Maintenance. Participates in development and review of policies and procedures, provides training and technical support and provides quality assurance in the areas of Public Involvement, Socio-cultural Effects Evaluation, Historic Preservation and Native American Coordination. Serves as District Planning and Environmental Management (PLEMO) Area Officer for District Title VI Program.
Coordinates with general public, governmental agencies and special interest groups by attending and participating in Public Hearings, Public Workshops and coordination meetings. Responds to phone calls from the public, governmental agencies and special interest groups. Prepares written responses to letters from public, governmental agencies and special interest groups. Prepares and/or oversees preparation of project related interagency correspondence.
Conducts Environmental project management and coordination for consultant contracts by preparing or reviewing Advertisements and Scopes of Services. Reviews consultant Technical Proposals. Prepares and/or review Staff hour Estimates for consultant negotiation. Assists in the consultant negotiation process. Prepares Task Work Orders. Reviews and approves consultant invoices. Reviews and edits consultant reports, Technical Memoranda, correspondence and documentation. Attends and participates in consultant coordination meetings. Evaluates consultant performance on contracts. Position Incumbent will inspect and approve invoices within the required time of receiving or return to vendor with written explanation.
Coordinates with Environmental Scientists, Project Managers and Work Program staff to complete bi-weekly and monthly schedule reports. Assists Environmental Administrator with timely completion of Environmental Certifications. Assists in maintenance and organization of Environmental document filing system.
